Principal Logistics Consultant Provided engineering expertise in support of Aerospace Programs

Part of the development team for eVisioning (a web-based, robust, integration and logistics management tool with built-in document management).  Worked with the FTINU (Fault Tolerant Inertial Navigation Unit) software team to improve the 1750A software within this system that flew on the Atlas 5 rocket for the recent launch of the Pluto probe.   Provided analysis and recommendations for both assembly language and ADA code segments.  Supported a contract with Honeywell Space Systems, Inc. to update and improve the test station software and documentation for the Space Shuttle Main Engine Controller (SSMEC) test equipment.  Included analysis and modification of legacy and current automated systems and provide up-to-date specifications and procedures.  Provided expertise to assist in the development of logistics documentation for the Ballistic Missile Range Safety Technology System for the Missile Defense Agency of the US Air Force and the Florida National Guard.  Documentation package included an Integrated Support and Logistics Plan (ISLP), Performance Based Logistics presentations, Critical Design Review (CDR) presentation preparation, proposal for implementation of a PBL system, and an Operation & Maintenance Manual.  Areas covered in the documentation included: safety, security, reliability, logistics, maintainability, supportability, spares, training, transportability, configuration management, and much more.  Served as coordination point with management and the customer for all aspects of the program.

Used my Program Management and Customer Service skills to help over 50 companies improve efficiency and profits through the application of current technology and improved business practices.  Installed integrated accounting and contact management systems to improve business operations and customer satisfaction.  Helped companies write proposals and bid on contracts with both commercial clients and the US Government.  Maintained close association with the military Aerospace Avionics industry (including military jets and helicopters).  Improved systems to track production, contract requirements, and schedules.  Provided planning, coordination, installation, configuration, and optimization of computer networks (LAN/WAN).  Created custom databases and generated custom reports (using Data Mining) from those databases as well as existing SQL and ODBC data sources.  Moved/shared information between existing, dissimilar database systems.  Designed, installed, and optimized warehousing systems (reduced monthly physical inventory duration from 5 days to 2).  Experienced with Electronic Data Interchange (EDI) (Office Depot, Lowe’s, School Specialty, and Staples).  Performed strategic planning for LAN/WAN operations using leased lines, the Internet, Cisco routers, and Citrix.  Used Crystal Reports, Arpeggio, (and other report generators) to generate complex reports, invoices, customer service queries, business intelligence information, and data conversions.  Automated industrial equipment using CAD/CAM software.

Principal Engineering ManagerDevelopment  of Military Avionics Hardware & Software

Served as Program Manager for the repair and overhaul (R&O) operations (including oversight of on-site field engineers/technicians) for a wide variety of avionic equipment (Manufactured by a wide variety of companies).  Maintained budgets and performance data to track and forecast performance.  Identified potential new customers and participated in the marketing approach to those prospects.   Responsible for the design, fabrication, and software development of test stations for military avionics equipment ranging from fuel gauges to digital engine control units.  I completed construction and installation of five test stations for British Aerospace and the Ministry of Defence (MOD) on location in England.  This equipment provided a complete simulation of airframe and display interface including waveforms and output analysis. The test stations were computer controlled and used data acquisition and both automated & visual verification of waveforms (analog & digital).  Developed and conducted training courses for depot level support to train engineers and technicians about Harrier (AV-8B) systems. .

Program Manager - Design & Manufacture of Military Electronic Warfare & Satellite  Hardware

 Managed over 100 personnel to successfully productionize the RF Switching Assembly (RFSA), an electronic-countermeasure (ECM) subsystem on the B-52G for ITT Avionics.  This program included a VAX based data collection system from spectrum analyzers for centralized storage and analysis of production data during the build and test of the RFSA.  Saved program from hostile management takeover by the customer.  Accomplished this by re-organizing the existing team and establishing a plan to put the program back on track.  Introduced automated surface mount technology (SMT) to reduce the assembly time by 38% for the laser guidance sensor for the Rockwell HELLFIRE missile.  I had to totally re-write the pick and place software routines.  Provided support for the DSCS BFN (Defense Satellite Communication System Beam Forming Network).  Developed a computerized production tracking system using barcode collection.  The system was approved by GE and qualified as the means to receive contract milestone payments.  Had complete operational budget responsibility for programs ranging from a few million up to $240 million.  Always closely monitored contracts, budgets, and schedules to guarantee that management knows exactly what is going on and what I am doing about it. 


1972 – 1985           US Army                                                                                      Worldwide

Maintenance & Logistics Officer/Test PilotPlans and operations, logistics, analysis, and maintenance

Served on General’s Staff at the US Army Transportation Command, Ft. Eustis, VA.  Responsible for Plans & Operations Division activities including logistic planning for major real-world exercises (REFORGER, J-LOTS, etc…) and for possible deployment scenarios (Rapid Deployment Force (RDF),  Nuclear scenarios, etc…).  Logistics Officer, responsible for US Army watercraft logistics planning for the entire fleet.  Selected as US Army Europe’s Senior UH-60 (Blackhawk) helicopter test pilot examiner.  Supervised 377 personnel involved in the repair and rebuild of over 400 helicopters (primarily UH-1H)  assigned to the 5th Corp, US Army Europe.  Reduced average helicopter downtime by 75% (from over 120 days to fewer than 30 days). Introduced the first computerized status and tracking system for organizational helicopter maintenance using “luggable” KayPro computers.  The system was adopted across the brigade.  Reorganized departments, improved quality control, automated the reporting system, established maintenance flow, and persuaded leaders to implement needed changes.  Improved daily helicopter availability by 55%.  Continually supported multi-national NATO exercises with NO maintenance related mission failures.  While most maintenance officers were struggling to meet a 75% daily availability for the UH-1H helicopters, I routinely maintained a 90% daily readiness rate.
